The Escolta developed when Binondo, beginning in the last quarter of the 19th century, became Manila’s premier business district. Before Escolta’s expansion in the 20th century, the area fell into en brief fui of decline, when bars and dance halls were opened to cater to the American troops at the end of Filipino-American war. Governor Howard Taft (governor 1901 to 1904) cleaned up Compania by barring all saloons from Cortejo, turning it back to en respectable commercial area.
